V.C.S 4413 Sign on new business

I was at a fairly new medical imaging facility in Grapevine yesterday ( as in built in the last couple of years ).    I looked on the way in and didn't see 30.06 posted.

Two hours later...

On the way out I noticed V.C.S 4413 (29ee) written in 3/4 inch letters on the entry door in both English and Spanish.

There seem to be two conflicting viewpoints on the validity of the signage with respect to CHL no-carry.
Some say carry-on and others say it's valid notice and not to carry.

I would appreciate a legal opinion on the validity of the notice with respect to this businesses attempt to prevent CHL carry.

That’s the outdated version of the law, and does not prohibit you from carrying concealed in the building. If, however, someone inside with “apparent authority” for the business gives you oral notice that firearms are prohibited, this is sufficient under 30.06 and you’ll need to immediately leave or store the firearm in the car.

Certainly don't ask questions of "anyone with apparent authority"  about the sign, or carrying, or mention that the signage is wrong.
