AP ammo question

The laws on Armor Piercing ammo are a little hard to understand. I have some 30-06 black tip armor piercing ammo that is very old military surplus. But I do not own a rifle chambered in 30-06. Would it be legal for me to pull the bullets and reload them into 7.62x54r casings for my mosin nagant? I am not an FFL or have any special licences other than a CHL.

There should not be a problem with you modifying the ammunition. Federal and Texas definitions of armor-piercing ammunition contemplate handguns only. Armor-piercing ammunition for a rifle is perfectly legal.
