Open carry and IWB holsters.

Are IWB holsters considered on the belt if they have a clip attaching to the belt?

The only requirement that the statute lays out is that if you choose to open carry, the handgun must be in a belt or shoulder holster. The truth is that the law is very vague on what constitutes a proper belt or shoulder holster. The legislature hasnít defined anything at this point. That being said, based on a logical interpretation of the law and suggestions given out by DPS, we believe that an IWB holder should be fine.
