New permitless legislation?

Hello,

So today while speaking with a friend they mentioned to me that Texas passed a bill on Tuesday that would make the open and concealed carry of a firearm legal with no permit claiming it would go into effect in September.

Now, I found an article online talking about it basically stating that the requirements to obtain a LTC would be the requirements to carry a firearm without a permit. However, I don't trust random articles online on a subject like this. I was hoping that the subject could be clarified for me, or at least offered a few links from trusted sources.

HB 1911 has not at this date been passed by the Texas Legislature.
