Volunteer EMS w/LTC can carry in hospitals???

The way I read HB 435, the lege did not exempt volunteer EMS w/LTCs from the prohibition under 46.035(b)(4) BUT provides a 'defense from prosecution' defense?  Is that good enough???

HB 435 not only provides language in TPC 30.06 and 30.07 about a defense to prosecution, but also creates an exception to the prohibited places listed in TPC 46.035(b)&(c) for VESPs who are LTC holders and engaged in providing emergency services as well as a new exemption under TPC 46.15 to the prohibited places under TPC 46.02 & 46.03, for VESPs who are LTC holders and engaged in providing emergency services.

Is this limited to volunteer only, or does it include paid first responders also?

HB 435 only provides for volunteer emergency services personnel.
