I had essentially the same thing happen. I submitted all my information on Feb. 1 of this year, and even spoke to a live representative on Feb. 6th, who told me everything was in order and I could expect a 60-90 days waiting period. I waited 60 days, and then began to get worried. Like you, at first I could not get past the "no representatives are available" phone message. I sent 4 emails, all of which went unanswered. Finally, I got on the phone at 8:00 am this past Tuesday, April 15th, and after a short wait, I got a live person. After fruitless conversation with the representative, she contacted a supervisor, who told her that she could not open my email attachment that contained the CHL-100 form for class completion. (Why they waited so long to discover this, I have no idea.....there was never any contact on their part). I was given the supervisor's personal email address to upload the form, and it was received and opened by the supervisor. Yesterday, my status changed to show that all was received, and manufacturing (of the license) was pending. Today my status showed the license to be in the mail. So they can be productive if they want to be. Your license should be forthcoming, if you haven't gotten it already.
